I bought a laptop backpack from a shop that sells bags just a bit over a week 
ago. 
My wife bought a handbag and some small bags.
Neither of us bought a travel, nor were these bags travel-related.

The store sells also bags that are clearly luggage.
They don't sell travels ;)

So, these stores sell bags. And luggage. They're only (indirectly) _linked_ to 
travel business. Just like mobile phone or dive gear shops are.

I think I commented in my previous post that (for some reason) shop=luggage 
sounds/feels better than =bags (to me). I think =bags would be ok, too.

What does a shop=bags store sell? Luggage? I would use shop=travel.

While I always thought a "haberdashery" sold hats and other mens 
accessories, it's quite an old-fashioned word, and rarely used in the US. 
Apparently, it also has a different meaning in the UK, according to 
wiktionary and M-W. I'd avoid it on these grounds and use 
shop=mens_clothing or maybe mens_accessories for the former. For a "yarn 
barn", the US chain Michael's has such things as well as art supplies and 
has been tagged shop={craft|crafts|art}.
