Somebody has already proposed 'tower=air_to_ground' and 'pole=air_to_ground', see http://wiki.openstreetmap.org/wiki/Power_lines These values seem clearer to me than "raiser". My proposal will adapt 'air_to_ground' to be used in combination with either tower:terminal=yes or tower:branch=yes (if the cable begins as one leg of a T-branch).
