Portland, Oregon has fixed districts. So does New York City (though it
calls them boroughs).
I can't speak for Portland, but each NYC borough has a whole bunch of
neighborhoods.
Obviously you know nothing about this specific case, and should not be
making bogus suggestions about tagging.
