According to this proposal you'd draw at least the lower and the upper border of the steps as ways (possibly with an equal amount of nodes each) Then make a relation and tag it with type=area highway=steps step_count=x The ways get the roles "lower" and "upper" optionally you can draw ways for the limit on the sides and add them with the role "lateral".
