Just a guess, that there would be no sidewalk= for the highway,
otherwise the imaginary rendering / routing will infer a duplicate
sidewalk.

both sides, but only one is mapped separately?
For that case, the highway would have sidewalk=left / right only to
cover the side without the separate sidewalk map.
It doesn't seem right for our data to explicitly say "Main Street has a
sidewalk only on the left" when in reality it has both.
