We can't use addr:housename, because it will be wrong. If I understand correctly, addr:housename is used for buildings, that have their own specific name. If there is no a street, it doesn't mean, that house has its own name. About addr:full - we can write name of territorial zone in addr:full or in addr:street, but the problem is not in absence of place, where we can write an address not to lose it, but in absence of tag, showing, that address is full and we didn't lose name of street. For example, I have two buildings: one is in village A at street B and has number 1 ("village A, street B, number 1"), the second one is in village B and has number 2 ("village B, housenumber 2"). If I write addr:city=A + addr:housenumber=1 and addr:city=B + addr:housenumber=2, software will think, that there is a mistake in both addresses (no street). But mistake is only in first address. If I have an address "Big town, Good Place, 1" and write "Good Place" in addr:full or in addr:street, software will write "error: I can't find street with name Good Place on the map; please, add it to OSM".
