IMHO you cannot take the definition of the word "pub" from wikipedia and
then assume that this is the exact definition of the OSM term amenity=pub.
E.g. in this case the definition of pub in wikipedia would restrict the
usage of amenity=pub to pubs with British, Irish, Australian and New Zealand
culture, but if you look for example onto the German or Austrian map you can
see lots of pubs because they use the tag for an establishment of their
culture.
