Usually we tag foot=no instead of access:foot=no, and I don't see why

To be fair, using that schema, we also tag ski, horse, vehicle,
bicycle, motorcycle, moped, motorcar, goods, hgv, psv, bus, taxi
snowmobile, emergency, hazmat, etc.  Surely it makes sense to have a
standard 'access' class key, rather than having 30 different keys?
there are tradeoffs.

my only complaint about the "goods=no" model is that there is no
capacity to set up different restrictions (days_on/days_off,
hours_on/hours_off)

but that could be easily fixed by something like

goods:hours_on=
goods:hours_off=
