maybe someone experienced with bots could write one that splits up payment:credit_cards=card_1;card_2;card_3 into payment:card_1=yes + payment:card_2=yes + payment:card_n=yes. same goes for payment:fuel_cards, payment:local_transport and other payment:<x>=value;value;value tags.
