Even then:
scuba_diving:filling=air
scuba_diving:filling=nitrox32
scuba_diving:filling=nitrox36
scuba_diving:filling=trimix
scuba_diving:filling=oxygen
(scuba_diving is better then Dive_centre because also dive spots can have
filling facilities without having a divecentre nearby.)
and
scuba_diving:service=repair
scuba_diving:service=course
........
Note: All words singular
Consider: operator=PADI => league=PADI. The operator should be the
entrepreneur running this divespot or diveshop. The league is only the
organisation of whom the shop is selling courses.

These things don't get handled properly, you are better of using
simple binary, eg:
dive_centre:fill:air=yes/no
dive_centre:fill:nitrox32=yes/no
dive_centre:fill:nitrox36=yes/no
dive_centre:fill:trimix=yes/no
dive_centre:fill:oxygen=yes/no
Also wouldn't some of these places handle non-scuba dive equipment as
well, such as snorkling and rebreathers?
* scuba_diving:services=repair;cources
as above...
