This is true. We could use the other tags still, without the
boundary-way. In the end all objects will be bigger then just a point,
so I'd expect from a detailed mapping to have areas / ways at a
certain point. The node could be used to collect the information
preliminarily and later they would be copied over to a way.

yes, exactly. There is lots of this, also nature reserves at different
protection levels. "heritage" is IMHO a tag that is already specific
(in the sense that it claims high importance) so it is less suitable
for less important communal/regional natural protection. Shall we have
more than one main tag for this (protected area and heritage)? (This
is not a rhetorical question).
