A lot of weirs I've seen don't have any kind of gates, they just
semi-dam a river to provide a water supply for nearby towns, the water
freely flows over the top of the weir.
My use for weir would be a small dam with water flowing on top.
Maybe sluice_gate would be a small dam with water flowing under?
