why should it be landuse? IMHO those areas are quite small so defining
a landuse doesn't seem to be the best approach either. You are already
able to map walls, fences and the like with barrier. Also areas are
mappable (water, etc.). In the case of zoos you would IMHO be most
interested in the type of animal held prisoner.

If you want to have a tag like proposed
(aviary/cage/de:Freigehege/etc.) I'd suggest man_made as more
appropriate. Maybe even better would be a dedicated tag (and zoo=xy is
not a good choice as it suggests a subtag for a zoo, I agree).

E.g.
man_made=enclosure (or building in the case of bigger buildings?)
enclosure=aviary
species=xy (preferably in latin, usually no problem as the plates in
the zoo already give you very precise information) for the animals.
