This came into the limelight in NL following a discussion about
single-carriageway (main) roads with a double white line (i.e. "do not
cross", effectively "no overtaking") and whether they should be modelled as
a dual carriageway as you are supposed to drive *as if* there is a wall down
the middle of the road.
Hell no. In many places you can pass a bike or other slow vehicle
across the centerline in a no-passing zone, and you can of course turn
left (or U-turn) anywhere you want. Neither of these is possible on a
dual carriageway.
Some places but not all...At least in NL you are not allowed to turn
left or make a U-turn across a solid centre line, nor are you allowed to
cross the line to overtake anything at all. Where there is an entrance
to premises to the left, there *may* be a short segment of dashed centre
line to indicate that you are allowed to turn left to reach the
premises. If the line is continuous past the entrance, you cannot cross
the line to turn left so you have to pass the premises and find
somewhere to turn around.
