I haven't tagged highway=give_way but I have definitely put in new shop categories without bothering with either the wiki or the list. Freeform tagging has some benefits, anarchic tagging has less but some of the problem lies in the reluctance of people to accept new keys. This "bus depot" is not a highway, nor is it an amenity. It might belong under industrial - but we haven't got that sorted out yet, and until we get more keys sorted out we will argue forever about whether something is highway or amenity.
