If you compare to the images in the wiki: http://wiki.openstreetmap.org/wiki/File:Minor.jpg http://wiki.openstreetmap.org/wiki/File:Pole3.jpg you will also find that they are smaller. so this might be a tower as well (see that the definition for tower includes pylons). The problem is that tower is not a well adaptable term, pole neither.
