I guess not.  And that should possibly be fixed.  But if you're going
to go with that wiki page rather than the common definition, culverts
still aren't waterways.  They're "waterway-related features".  All the
examples of waterways on that wiki page are open.  A culvert is more
like man_made=pipeline, type=drain.

In any case, as I said, there's no reason the default has to be the
same for *all* waterways.
