Ok, sorry: direct Streetview links seem to crash my Opera today, so I only watched the first one. Technically, foot traffic would be allowed at road margin from that point on. Of course, it's something you wouldn't really want to do unless you had to; still you can. Next to where my girlfriend lives it's not unusual to see people carrying bags and walking on the margin of a primary street (a statale, for the Italians reading) to go from and to a mall that is located a couple kilometres out of town. I guess this discussion would go back to the classical one, "does foot=no mean that it's not legal or that it's not safe/possible?".
