No. From a technical standpoint, there's actually not a problem there,
it's technically a massive scale user error (stupid users who think
"power=station" is a power station and "power=sub_station" is a
substation).

I'm thinking of this growing trend for "x=y; y=z" type tagging, where
two different x's will share a y, and coexist. (shop=farm is a
possible case.) Or even one y is another x (shop=car, car=x - is x an
access tag for cars, or a specification of the type of cars sold by
the shop? Oh wait, saved by the fact that car access tags are
motor_vehicle=*, but you get the idea)
