The US does not recognize "motorway" as a designation. So a motorway is whatever we define it to be. I'd say that by definition a motorway does not allow non-motor vehicles. Does it mean that for 3 highways which require a bicycle=yes in US, we have > to add bicycle=no to thousands others worldwide ? > There are lots of highways in the US which allow bicycles. There are even interstate highways in the US which allow bicycles. But I wouldn't call them motorways.
