E.g. draw 2 lines that go alongside the stairs (without changing their height=orthogonal to the direction of climbing). Add them to a relation tagged with type=area name=xy, optional steps=15 (amount of steps=vertical sub-parts),optional give the two ways a stairs role, e.g. stairs:lower stairs:upper optionally you can draw connections between the lower and upper way-ends (e.g. for curved sides) and give them the roles: stairs:lateral (or, for similarity: steps:lower, ...). The renderer should now draw (quantity according to the zoomlevel and max. actual number of steps) parallel interpolated lines from the lower to the upper way.
