I think you may have similfied things a little too much, and using administrator may get confusing, as it would depend on the context. I can't comment on other countries but here there is the school staff that handle day to day running of things, then for public schools you have the PTA (parents and teachers association) which govern individual schools to some extent, and then you have the board of education which is state based that control the ciriculum for all schools in the state, but individual schools can pick and choose sections of it.
