I am not sure. Is /etc/default standard across distributions? AFAIK it's Debian specific.
We should be looking to address this issue in a distribution independent way,

I've got /etc/default (gentoo) but it explicitly says "copied from 
Debian". And on a cursory glance it's not designed to work with 
systemd... (quelle surprise :-)
