Issue 3: IANA Considerations for undefined PRI values - Resolved. Issue 4: Index into Payload in Cert Block - Resolved. Issue 5: First Message Number - Anton expressed an opinion. Issue 6: Fragment Length - Defer until we resolve Issue 8. Issue 7: TPBL Length - Resolved. Issue 8: Length of syslog messages - Resolved.
