I've cleaned up the original draft a bit and have posted it here:

I know that everyone is anxious to discuss the next two areas but
we really can't do that until we can get consensus on the Security
Considerations section of this draft. Please take a moment to
review this and send your comments back to the group.
If we can get some people to acknowledge that they have read it and
that they concur with the Security Considerations section then I'll
ask for proposals for the next two parts and we can start discussing
them.
I'm not calling a Working Group meeting in Pittsburgh since we
don't have any drafts to review. Please send comments back about
the current draft so that we can thrash things out before San Diego.
