I don't know, maybe, but I use the File -> Create package download script option a lot. It makes scripts which call wget once per file with a -c (continue) option. You can slice and dice, run parts of it at a time. You can even put a line like limit-rate=4k in your /etc/wgetrc to save some bandwidth for something else. I usually make an empty directory, save the script into it and run it from there. Then I use the File -> Add downloaded packages option to browse to that directory and install them all. To make sure you don't have any partial files, just run the script over again and it checks every file for a size match, it will finish downloading any partials.
