Sorry for taking some time to reply. You basically have to describe what 
your talk is about and what you will be explaining to the audience in the 
25 minutes you get. You also note any prerequisites or previous knowledge 
the participants need to have to understand the contents of your talk.

from PyCon. Although the blog is for workshops, it will also work for 
talks.

speakers improve their proposals, especially first-time speakers. You can

and ask your questions or ping me.
