I'm not sure if this idea would be in scope for SymPy. It definitely isn't in scope for the library itself, but even as a GSoC project, I don't think we have any mentors who could mentor such a project. If you are interested in doing something related to machine learning, I would suggest finding a mentoring organization that is more related to machine learning.
