Ping on this. The tutorial submission deadline is in two weeks (February 11).
Some of the old tutorial proposals are on the wiki https://github.com/sympy/sympy/wiki (type "scipy" into the page search box). Unless someone wants to submit something else, I think we should submit an introductory tutorial. Those have been accepted in the past and we already have material we can work with.
