Improved the efficiency of order_at in rde.py.
Kindly review that. 
There is also an issue that I have contributed to the branch that Chetna 
was working on. Now till her branch is not merged my these changes wont get 
merged. I'm trying to fix loose ends in her PR with her help in the 
meanwhile. Is there any workaround this ?
