You're absolutely right, the source file contains numerous <p>
tags.
We use an utility (confmaker.py) to buils conf files.
Typically, if <p> tags nested into <chapter> elements are
detected, Feature=NoParagraphs is not set.
In that particular case, the OSIS source for chapters elements use
milestone elements (which
is not a recommended approach). as a result <p> tags are not
nested inside <chapter> elements, and
not detected.
I'm working on a fix.
