You're basically agreeing with DM & me.
The issue is that the contents of every conf file for module updates & new
modules are now generated to a large extent by a script that Dom maintains,
because it makes these tasks simpler and [for most of the time at least] less
error prone.
The unwanted filter element for OSISLemma is generated from his script.
Therefore the script needs to be changed to match the now better understood
requirements.
The note in the wiki page is somewhat ambiguous, and that's probably what led
to the mistake.
