This is the exact problem that I reported many months ago. It is related to the action of osis2mod, which is supposed to link
commentary entries that cover a range of verses to all verses in that range. It worked in older versions of osis2mod, but there was
a regression.
In July 2020 I posted links to zip files that contain a working demonstration of the problem. The same OSIS text, compiled by two
different versions of osis2mod, gives two different results for range linking. There was subsequently some discussion. I don't know
if it ever got fixed.
I haven't had time to try the latest Sword tools for Windows, to see if the problem is fixed there (we are pretty much stuck with
using Windows tools in our organization). I will be doing that soon.

You have not to duplicate the text, Only to change the ref, ex
Ps.1.1-Ps.1.6 and the text for the Psalm 1 will be shown for all the
verses of the Psalm.
It is not the case. I tested FreCJE in Xiphos, BibleTime and Andbible again with default settings. None of these frontends show the commentary if you are at Genesis 1 verse 2. Although the first OSIS reference of the first commentary is Gen.1.1-Gen.1.19
Very strange, I don't have the same behavior. I use a personal commentary (copyrighted), I converted it in USFM and if I
have a comentary for multiple verse I use : \v 1-6 by instance, then with u2o.py it's well converted and displayed as well in
xiphos.
