The translation is directed at the Flemish speaking part of Netherlands - now as far as I understand the transition of Dutch Flemish/Flemish Dutch and Standard Dutch is a not very sharply demarcated line - neither linguistically nor geographically. And this translation is having features of the transition zone.  Tom had used the code nl for Dutch, but remarked that the translation is directed at the Flemish dialect areas of Netherlands. So, I think on he whole 'nl' is less appropriate than 'vls'. But it is a decision I am not entirely sure of.
