I'm looking for a pattern in what works and what doesn't. Here is the test: install a Bible unique to eBible.org.

"About" blank Mac OS 10.13.5 PASS It looks to me like the conditions for failure are running Ubuntu 18.04 Bionic Beaver OR running Bibletime 2.10.1. Presumably the latter problem can be safely ignored, since it appears to have been fixed in the current version. However, it seems to me to be worth investigating what it is about Ubuntu 18.04 Bionic Beaver that is causing a module manager failure in both Bibletime and Xiphos. Is it the older version of the Sword engine? If so, why does that version work on the previous LTS version of Ubuntu? This seems to be a worthy puzzle to solve. Ubuntu LTS releases are the ones supported by UBS and SIL for Bible translation use, and the Bible translations in the eBible.org repository are frequently used as reference works by Bible translators. Not only that, but for many end users, the only Bible in their own language is in the eBible.org repository. Any clues?
