Sorry, I am still, in many ways a Debian newbie. There must be some
process whereby Sword front-ends and the back-end (e.g., libsword-utils)
get into the packages. I have read somewhat on "package maintainers" and
understand that they can be developers of the package they maintain. Is
that correct, or do I recall falsely?
The audience of my request was the front-end developers and the
utilities developers. Am I missing something here? I would appreciate
some help if so.

This is a humble (recognizing that everybody is a volunteer and
busy) request to all front-end publishers to publish updates and (at
least) bug fixes in updated packages to both stable (currently
Stretch) and testing (currently Buster) versions of Debian and its
derivatives. Backports would also be acceptable.
In general the upstream developers and the distro packagers are not the
same people. You will need to contact your distro package maintainers to
get those updated.
