It seems that back in 2013 SVN 2780 introduced the logic to detect
strongs numbers and add padding:

But apparently this commit was incomplete, as it did not put
if (strongsPadding)
before
strongsPad(buf);
in RawLD4::getEntry() and RawLD4::getEntryForKey(). Trivial fix:
