It's not one of the modules in their own Public repository. It's conceivably only in their Licensed repo. containing a few modules only licensed for Tyndale House to distribute. Even so, if you install STEP Bible, and then install that module, it will be placed where all JSword front-ends can see it. And most of us know how to arrange our configuration so that SWORD front-ends can see it too.
