By default, modules made using our module tools (e.g. osis2mod) are UTF-8 encoded and normalized to NFC.
Some modules such as Biblical Hebrew really ought NOT to be normalized at all. It may be a useful reminder for any modules made without normalization to include this line in the .conf file.
