Yes I agree - converting from Simplified to Traditional isn't straightforward.
Even with a good heuristic algorithm that takes context into account, the results would need checking by a fluent reader of Traditional Chinese. BabelPad has conversion options for both directions. In past times, I have discussed the problem with Andrew West (the BabelPad developer).
