According to http://hermeneutics.stackexchange.com/questions/20024/what-do-the-goodrick-kohlenberger-numbers-represent-what-features-does-this-s, they are kind of like Strong's numbers, but updated to provide distinct numbers for homographs, include some words not in the KJV, and make it proprietary to Zondervan. Zondervan may be on shaky ground defending intellectual property on something that basic, but there is probably enough creativity and labor involved that it would work. I don't see much direct application in free software, at least not for another 95 years.
