Yes. I think it is an unintended result of my efforts to make verses and paragraphs nest when practical. That is actually silly, because those items just don't necessarily nest, but I think I was told at some point that I should try to make them nest when possible. Maybe my memory is faulty or the person telling me that was mistaken. Certainly the OSIS standard puts no such constraint on verses and paragraphs. That is why we milestone one or the other or both.

What do you all think? Should I try to make the paragraph-beginning verse number placement less odd?
