The command line tool installmgr can do this for you against one repository:
installmgr -sc -r CrossWire -rl CrossWire
Note the first column. It will tell you the status of the module
compared to what you have installed.

I don't have a script, but Xiphos' module manager provides a view of
repos including a refresh indicator, when a repo's module version
stamp
is lexicographically newer than the already-installed version.
