A small sidenote, since you do encoding: "heb" is not a legal value for xml:lang. This must be "he" or "hbo" if you mean Ancient Hebrew. 2-letter language subtags from 639-2 are always required if they exist (rather than 3-letter subtags from subsequent 639s).
