The Win32 build of the utilities is updated at: http://www.crosswire.org/ftpmirror/pub/sword/utils/win32/sword-utilities-1.6.2-r2673.zip
It's stock Sword (current SVN) with icu-sword based on 4.8.1. If you're using Greg Hellings' build and it works for you, there's not much value in switching to this build. This version is a lot smaller and is a bit more windowsy, having been built with VC++ rather than a GNU toolchain, but I don't know that that will translate into any speed improvements.
