Is NFC normalization an absolute requirement for making modules, or merely a strong recommendation?
Are combining characters permitted in source text for diacriticals where there is no precomposed character in the Unicode Standard? I am currently working with a Bible translator where the alphabet includes the letters Gg Jj with line below. These are not defined in Latin Extended Additional block. cf. Until now, the translator has been using an ANSI legacy font.
