*A suggestion*:

For each defined av11n, in addition to the /contentless/ modules in
CrossWire Experimental, make a minimal content module for testing front-end
display and navigation support for av11n.

Each such enhanced test module would have as verse content an element that
would force the front-end to display the verse tag with "empty text", for
every defined verse.

As it happens, there is a flook of how SWORD works, whereby this could be
simple to implement. Assign as verse content an empty XML element, namely
"<>".

A further benefit from this proposal is that a module developer could
examine what is thought to be the most appropriate av11n, and see how well
it matches the v11n of the translation he/she is working on.
