I've been thinking about this a bit recently, and I also find it a bit baffling. I wonder if two different cultural models are at work here. Here in the States, it seems that the "typical" way that Christian PD texts are made available starts on a very small scale. Based on what I've seen putting together modules like Kretzmann, Luther's Works, and most clearly (to me) SacredMeditations; much or all of the text input was done by someone who could type and just plain wanted the message to be spread. In the cases of Kretzmann and big parts of Luther's Works, these were done by congregational secretaries in their free time, and then placed on the web for all to have. In the case of SacredMeditations, a recently-retired (and bored) court stenographer saw it as a way to share his faith and simply sat down to type. When appropriate, these things are later gathered into larger collections by folks like me, and then later into larger collections. It's true that some texts are transcribed as a part of a large scale, focused efforts (such as CCEL), but even those groups obtain much of their source material from other, smaller sources. I guess that what I'm saying is that anyone can undertake a task to make a PD text available. If it takes 10 years, that's still better than the text still being unavailable 10 years from now. I doubt that any of these thoughts help much, but I sympathize with your plight.
