If CC-BY-ND-NC is the best that can be done, it is still a license that allows content to be used (and I can see why you might want each of those components). However, I think it is better to avoid Non-Commercial because it is not always clear what it covers. For example, some people might (and have) interpreted it as preventing including the module in a CD containing a collection of modules for which a fee is charged purely to recover distribution costs, or being used in a website that has advertising purely to recover hosting costs. I think as a generalisation CrossWire has found that those really wishing to make a profit out of our work are not too interested in following licensing terms anyway.
