Troy Pulk's reply describes how osis2mod currently compiles a module, but it does not explain why it fails to conform to the OSIS example of basic structure as described in the wiki.
The title of a bookGroup division structured as the New Testament should appear at the head of the NT, before the book title of Matthew. It makes no sense for it to be appended to Malachi 4:6 which is at the end of the previous bookGroup division. The description of how other pre-verse headings are implemented is a sideshow to this basic issue.
